If the country has lots of nuclear energy then it will be carbon free. Hydrogen could also be made by renewables as it can then be stored and used whenever, bypassing the inherent problems of unreliability in renewable sources. I think hydrogen as a fuel has a lot of potential in the future. I've even seen designs for technically feasible hydrogen planes. If depends on the electricity generation of the country.
